Liquidators of Messrs. Jebsen & Co.,

Hongkong.

We duly received your letter of the 11th ult. and as requested we enclose a translation of the guarantee of Messrs. Jebsen & Co. Hongkong, dated 25th April 1914 and of our letter of the 23rd March 1914 referred to therein. Their letter of the 26th February 1914 was returned to them by us for reasons explained in enclosed translation.

We note from your remarks that there are ample funds and that you have put the case before the Attorney General who will no doubt place the matter before the Secretary of State for the Colonies for a decision. We are quite prepared to fall in with your suggestion and shall, after a sufficient lapse of time to allow your authorities' communications to reach London, approach the said Secretary with a view to obtain payment out of Messrs. Jebsen & Co. in Liquidation Hongkong, funds in terms of their guarantee. We shall also be prepared to give the guarantee mentioned by you, to refund plus interest at the average current market rate for the period that we hold the money, if incorrect, and any refund claimed if disputed, to be settled by award by arbitration appointed by your Local Government there.
